About the Speakers
Sheena Burrell was appointed the National Archives and Records Administration’s (NARA) Executive/Chief Information Officer (CIO) effective August 1, 2022. Sheena is responsible for establishing the mission, vision, and priorities for the CIO organization to support the preservation of digital and natural digital records and information for the federal government. Sheena began her NARA career in February 2019 and in April 2020, she was appointed to the Deputy Chief Information Officer (DCIO) position, where she was instrumental in leading NARA Information Technology (IT) programs and projects by being accountable for four IT divisions. As the DCIO, she helped to create the IT Strategic Plan, worked to update NARA’s IT governance processes, and collaborated to bring technological advances to NARA.Before coming to NARA, Sheena worked for the National Aeronautics and Space Administration (NASA), where she served as an IT Business Manager, and for the Social Security Administration, where she served in a variety of IT positions.Sheena earned a Bachelor of Science degree from Towson University. She also holds numerous industry certifications, including being certified as a Contracting Officer Representative (COR), Scaled Agile for Enterprise (SAFE), and Technology Business Management (TBM) Executive.
Nicole Willis is the Deputy Chief Information Officer (DCIO) for the National Archives and Records Administration(NARA). She leads NARA Information Technology (IT) programs and projects by being accountable for four IT divisions. Before joining NARA, Nicole was the Chief Technology Officer (CTO) for the Department of Health and Human Services (HHS), Office of Inspector General (OIG), and Office of the Chief Information Officer (OCIO). She leads the Zero Trust Roadmap, Multi-cloud Strategy, IT Portfolio Management, and IT Governance efforts for HHS OIG. Under Nicole’s leadership, she has unified the strategic, operational needs and IT management practices to enable business transformation and enhance product delivery. Her work moves her organizations towards a modernized application portfolio that leverages emerging technology.Nicole was honored to win a Federal 100 award in 2017 for her leadership in Information Technology. She holds a Master’s in Information Technology, holds several IT management certifications, and received her Bachelor of Business Administration from Fordham.
