CH-53K Containerized Flight Training Devices and Flight Training Devices (C/FTDs) Phase III

INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, has a request to conduct a technical refresh of Containerized Flight Training Device (CFTD) 2F243-1 located at Marine Corps Air Station (MCAS) New River and to procure three (3) domestic CH-53K C/FTDs and two (2) Foreign Military Sales (FMS) CH-53K CFTDs.


The three (3) new domestic devices are designated as CH-53K CFTD 2F243-6, CFTD 2F243-7, FTD 2F249-1 and will be located at MCAS Futenma, Japan, MCAS Yuma, Arizona, and Joint Base McGuire/Dix/Lakehurst (JB M/D/L), New Jersey; respectively. The two (2) new FMS CFTDs are designated as CFTD 1 and CFTD 2. The FMS CFTDs will be fielded at Tel Nof Air Base, Israel. The five (5) C/FTDs are being procured in support of both active duty and reserve United States Marine Corps (USMC) training commands and Israeli Air Force (IAF) training commands in order to provide full familiarization, proficiency and tactical training in accordance with CH-53K Training and Readiness (T&R) Manuals. The C/FTDs will be used for training CH-53K pilots and copilots in areas such as Naval Aviation Training and Operational Procedure Standardization (NATOPS) procedures, emergency procedures training, Forward Looking Infrared (FLIR) training, Night Vision Goggle (NVG) Training and networked training within existing infrastructures.


PURPOSE:
The purpose of this Sources Sought is as follows:

  • Provide Industry with an update on the Government’s intended acquisition strategy;
  • Provide Industry with an updated description of the Detailed Requirements;
  • Provide Industry an opportunity to review DRAFT requirements documentation (available upon request only);
  • Provide Industry with information related to an upcoming Industry Day the Government will host in support of this effort;
  • Obtain information from Industry to help the Government further define its contracting strategy; and
  • Obtain information from Industry to help the Government determine Small Business opportunities in relation to this effort.
