This year marks the 50^th anniversary of the landmark Congressional Budget and Impoundment Control Act that established a budget process unique to the Legislative Branch. The Act created the House and Senate Budget Committees and the Congressional Budget Office, along with procedures the president must follow when implementing congressional appropriations.
